浩瀚的九州大地上，大徵朝珠赋沉重，逼得渔民绞杀亲子，以谋鲛女落泪而得鲛珠，沿海渔村的少女海市因此遭遇，父母亡故，全村被屠戮。生死关头，她求助于途经此地的大徵第一权臣方诸，历经考验，最终被方诸带回天启。海市从此女扮男装，成为方诸的徒弟。此时，大徵内忧外患不断，喜怒不定的年轻皇帝褚仲旭，因为经受皇朝内乱，而对生失去了一切兴趣，表面上以昏君自居，却在方诸苦苦支撑国家和平时，暗中默默观望这一切。海市奉命成为帝旭的护卫，但却因此引起了帝旭对她的兴趣，两人经历诸多生死关头，从互有误会到逐渐理解对方，帝旭察觉海市的女子身份，暗生情愫，但海市对方诸的依赖，其中藏着可望却难以言说的感情，三人之间情感纠葛不断。随着皇朝的叛乱再起，海市勇敢地选择肩负起守护大徵和平的责任，并终于直面对帝旭、方诸两人的感情。

剧情简介
